Are cell phone yakkers getting ticketed yet?

The push is on to bring in new laws against cell phone use while driving. However, there are difficulties to be overcome, both in making the laws and applying them. Through the U.S., there are disputes about which jurisdictional level should take responsibility for the laws. "Legislation is governed by local and state government in the U.S., whereas in many other countries, bans on cell phone usage in the vehicle are dictated at a national level," says technology analyst Sarah Kim.
In the U.S., state, local and federal officials are at odds over who has the
final say. In some cases, individual communities are attempting to enact their
own laws. Some legislatures are resisting federal initiatives to crack down,
saying that the issue is best left in state hands. A bill proposed by U.S.
Senator Jon Corzine (D-New Jersey) would cut off federal highway funds to states
that do not enact a driver cell phone ban. Read
